A President & Council System
Executive and legislative authority is shared between an elected President and a Council.
The Presidency
The President serves as Head of State and Head of Government, overseeing the Commonwealth's institutions, representing it in foreign relations, and executing the laws passed under the Founding Charter.
The Council
The Council is a body of elected members who advise, legislate alongside, and provide checks on the Presidency. Council seats are currently being filled as the Commonwealth's founding period continues.

How Office Is Held
Four-Year Terms
The President and each Council member serve four-year terms, with no limit on the number of terms an individual may serve.
Automatic Re-Election
The moment a term ends, a two-thirds-majority re-election opens automatically — no official can delay, skip, or discretionarily decide whether to hold it. A failed re-election vacates the seat immediately.
Emergency Vacancy Only
After the founding period, no official may be added to government by appointment or Council approval alone — only to fill a genuine emergency vacancy, itself subject to a mandatory ratification election.
No Single Official Holds Unchecked Power
The President does not govern alone. Appointing or removing officials, exiling a citizen, enacting or repealing law, creating a government division, filling an emergency vacancy, minting Unity Dollars, and calling a special election all require a recorded cross-branch approval before taking effect — and it is a genuine vote, not a single rubber stamp. A Presidential proposal requires a majority vote of the whole Council, not just one member; a Council proposal is decided by the President. No official may vote on their own proposal. Every decision is logged to a public audit record, and these safeguards can only be weakened by formal amendment of the Founding Charter, never by ordinary act or unilateral action.
Government Divisions
New divisions are created the same checked way as any other government power — proposed and cross-branch approved.
Where We Are Now
The Unity Commonwealth is currently in its founding period: the President and initial Council are being established before formal four-year election terms begin. Once founding concludes, all future entries into government office will follow the election and emergency-vacancy rules above.
